An official from the P.N.P. suggested that Tivoli’s guilt was, in a sense, collective. “There was a torture chamber,” he said. “The community has to take some responsibility. I’m sure the entirety of Germany wasn’t guilty of the crimes of the Second World War, but an entire generation of Germans had to suffer the consequences of the Allied bombing."
